The program emphasizes equitable wages and ongoing professional development for educators.

STEP engages in collaboration with Partner Agencies to effectively address their staffing requirements by implementing a user-friendly booking system and offering a diverse pool of qualified Substitute Teachers.

Early Care and Education (ECE) teachers play a vital role in supporting the growth and development of young children through research-driven curriculum and instructional practices. These professionals lay the groundwork for children's future achievements, serving as educators rather than merely caregivers.

Individuals interested in working with children aged 0 to 5 who possess at least 3 college units in Early Childhood Education are encouraged to consider applying as a STEP Substitute Teacher.
